Hi.
RuneQuest is a paper based role playing game. To learn how to play it I think the best thing would be to either find a group of people who already play and let them teach you, or failing that, purchase a set of rules. One can usually pick up rule sets pretty cheap on eBay. Just be aware of what set you are buying. Mongoose Publishing has just released a whole new version of RuneQuest. On the up side, they are fast publishing suppliments which are redily available. On the down side they are all new and relatively expenisve when compared with old stock/second hand gear. Alternatly Peter Maranci (Check RuneQuest links on this site) was at one stage working on a rules system overview which may be of use to starter.
