Actually, martial arts skill is my next RQ reform project, and my thoughts aren't solidified into anything useful yet, but I was thinking that the skill should do more than just increase damage and parrying potential. For example, I was thinking it could somehow augment STR for attempts to disarm, immobilize or throw an opponent, and that it could be used to reduce damage taken from knockback. Beyond that, I haven't had a chance to give it much thought.
Your proposal is interesting, and has the advantage of generality. One who is skilled in martial arts should also be able to use a weapon with greater effectiveness than one who is not. But I shall have to think about it some more...
