Hi Kevin,
What's wrong with the RQ3 rule set?
I think that perhaps the problems you will be facing will not be the rule set, but the medium you choose to do your game in - web based, with book marks and back buttons, will dictate a turn based system, making it hard to force the player to react in a specified time.
Just my 2 coppers...
