I (once again) think that the rules are good enough as they are. They state that if two combatants wielding weapons with different SR, the dude with the smallest weapon (IE the higheset strike rank) state that he wants to close with the opponent, he automatically acts first!
In contrast to the pikewielding soldier, the roman Legionare fought with a spanish short sword (the gladius) adopted some hundred years BC. -Yes they had their "pilum", but it was specially designed to be thrown like a javelin (the metal had a weak spot behind the point, so it would bend on impact, thus rendering it useless for the oposing side to hurl back) So they charged the last paces with the small, fast and avgile gladius, and in the crowded state the soldiers in the first ranks fought (i imagine it must have been like being in the front rows on a big punk consert), they would fight acording to the closing rules in RQ and act before the pikewielding greek (for instance) on the other side.
Of course -in a duel between two opponents; it's not just to close with an opponent. He may just as easily state that he wants to back off! So, unless you manage to push somebody up against a hinter (wall, tree, etc) or unless the guy you're trying to kill have 8 guys gehind him pushing him towards you, the guy with the longest weapon have the advantage (unless your DEX and SIZ modifier is so supperior that you go first anyway...)
