As I posted elsewhere:
Chaosium owns the system created by Steve Perrin and Greg Stafford, originally published by Chaosium, then by Avalon Hill.
They are selling the 3rd ed. books seperately with new covers and all references to Glorantha and RuneQuest removed, as RuneQuest and Glorantha are the property of Issares, Inc. and Greg Stafford.

Chaosium is rumored to be planning to rework the system slightly to make it multi-genre and release it as Basic Role Playing or Deluxe Basic Roleplaying.
The book I think you are speaking of is by Moon Design Publications:

Moon Design Publications has been put out of business by Issares.
On one hand, they were using and selling material to which Issares owns the copyright.
On the other hand, Issares wasn't doing anything with it, and Moon Design Publications did a very good job.
If you want to play RuneQuest, in the original system, you can only do that by going underground.
