Garett sahn, you make a good point. Steel swords should have little hassle thrusting through the hardened hide. This is why the shield only has 3 AP, not much help against a greatsword, but plenty help against a stone flung from a sling, or a club.
I have plans to devise optional rules to take into account weapons quality and what they are made of and how this will affect damage and AP.
