The distinction is the approach. The difference in my mind is using martial arts makes the hands and feet weapons. It is similar to a person using a sword as a club. You may be really good with the club, but you won't be using the weapon effective. The martial art of the sword allows you to do this.

A deflection would be a hanging parry in which the weapon being parried is deflected by its own momentum. A flechette and beat parry is a misdirection in which the parry weapon applies force to change the direction.
As for blocking - it depends on weapon use. A cross parry can be very effective. If you are using a rapier and main guache against a maul - by using a cross parry (combineing both weapons to block - you stop the maul - which requires the maul weilder to have to get the weapon going again. A good maul weilder (Especially the quarterstaff) can use a deflection to move into the next attack without losing momentum.
