My own suggestions would be that for the most part, you should only be able to get a check when conversing with someone with a higher skill. (Yes, I know it is possible to learn something from one with a lower skill, but I think that might be unweildy in rule making.) This way the language check would take on a little bit of a "training" aspect. I don't think language is perfected by practice (by RuneQuest meaning). But research and training would be the ways to go up. Stating it as practice would suggest that a person could go into a room alone and by talking to himself increase his abilities - even in a stressful environment - his skill in the language is not going to go up.
