Hello,
I hope you two don't mind me jumping in with my own two cents. The problem I see with this approach is that the Martial Arts skill in RQ is meant to be a knowledge skill. Not an agility or a manipulation skill.
Martial Arts gives the player knowledge of where to hit or how to deflect, but the character is still limited by the physical ability of the character. Such as the difference between reading a book about how to operate a stick shift and actually doing it. This is why the bonus happens when you role lower then both skills.
The suggestion of allowing martial arts to increase you parry seems counter intuitive. Parry with each type of weapon is a different skill. Simply because you know how to parry with a sword does not mean it would translate to a fist parry. In fact it may be a hindrance. With a sword you have fewer qualms of parry another sword blade then parrying with your fore-arm.
